The question is two fold. I would open though some would not.
As far as what to open, I cannot even imagine a 2nd choice.

Sometimes I dance to a different drummer. While I am well aware that I have 4 hearts - 9852 doesn’t look like a suit to me - unless partner wishes to introduce it.
I rebid 2!C with this hand.

I rebid 1H. I just don’t believe in suppressing suits. Just cause I have xxxx does not mean partner doesn’t hold AKxx and besides my xxxx are good for ruffing diamonds.

I must admit wild horses couldn’t get me to bid 2NT with that hand.
I’d raise 2S to 3S - and let partner struggle wherever.
Some hands, all you can do is do the best you can under the circumstances. You go with the odds (I still think that the hand is surely an opener) - and occasionally, the odds do not pay off well.
This is one of ‘em.
